 There are two things here:

  1) some steps not having hooks to call block_next() when they are shown;
 e.g. httpstreamer reacts to changes in mount_point, but will happily
 redisplay when back then next are pressed; and
  2) check_elements does a remote call, which will unconditionally enable
 next if it comes back with success. this is the case in the http steps.
