Disclaimer: please ignore my previous merge request for the same branch,
I had forgotten to merge back from the rest branch beforehand...

This branch contains the work done to adapt the metadata manager to the
new REST architecture. A new type of component has been introduced, the
capabilities, which basically represent for a resource provider an
additional feature (such as, but not limited to, metadata retrieval).
Please read the specification first (but beware it's a work in
